Stuart Malawer holds a Ph.D. from the Dept. of International Relations at the University of Pennsylvania. He has a J.D. from the Cornell Law School and a Diploma from the Hague Academy of International Law (Research Center). He also studied at the Harvard Law School and St. Peter's College at Oxford University. Professor Malawer has recently been a member of the Virginia Governor’s trade missions to China and to India. He has been a delegate with the Virginia trade delegations to the Japan-Virginia (SEUS) trade meetings. He was awarded the Hardy Cross Dillard Award by the Virginia State Bar and served as Chairman of the International Practice Section of the Virginia State Bar. He has recently published two casebooks on national security law and the World Trade Organization.

From 1990 - 1995, Professor Malawer served as the Director & Founder of the Graduate International Transactions Program at George Mason University (a master’s program in international affairs with more than 500 students enrolled). He was subsequently named the Distinguished Service Professor of Law & International Trade, as well as the Director of the Oxford Trade Program. This program was held annually in partnership with St. Peter's College, Oxford University, at Oxford and Geneva, Switzerland, from 1997 - 2001. The GMU Alumni Association named Professor Malawer recently the Distinguished Faculty Member of the Year. Alumni established The Malawer-Paden Founders' Scholarship that was formally announced by former Governor of Virginia Gerald Baliles.

Appointed this spring by Virginia Governor Timothy Kaine to the Board of Directors of the Virginia Economic Development Partnership and recently completed a study of its international activities. Consulted with SCHEV on global studies in Virginia universities. Published two casebooks --- U.S. National Security Law (2009) (Intro by Senator Patrick Leahy) and WTO Law & Litigation (2007) (Intro by Director-General Mike Moore). Developed and directed this summer’s new GMU/CGE Oxford Global Law Program at New College, Oxford, and helped to organize the Oxford Workshop on Cybersecurity with the International Cybersecurity Center. Presented the lead paper on Cyberwarfare, ranked in the top 10 by SSRN. Currently teaching two graduate courses on national security and international trade relations using two websites I developed. They contain documents, PowerPoint’s, videos, uploaded student team presentation, and hyperlinks to original and secondary sources. Editing a special issue of the Virginia Lawyer on global law for this December. Solicited articles from three Oxford law and politics professors on various critical issues. Recent visits to India, China, Russia, Vietnam, Dubai and the United Kingdom.

Ranked, by the National Science Foundation, as the number one program in its field for federal and total research expenditures.

Faculty have received grants from the Guggenheim Foundation, the National Science Foundation, the National Endowment for the Humanities, and are Fulbright Scholars and Mellon Fellowship recipients.

In 2007 and 2008, The School’s 45 faculty produced 21 books, 61 book chapters, 14 edited volumes, and 75 refereed journal articles.

For 2007 and 2008 The School’s sponsored research expenditures totaled $17 million, faculty submitted 179 proposals, and The School supported 43 doctoral students.

Research per full-time faculty member for FY 07-08 totaled $123,030, making SPP among the largest funded in the university.
