Biography
John E. Petersen is a Professor of Public Policy and Finance at the George Mason School of Public Policy. Prior to joining the faculty in 2002, he was President and Division Director of the Government Finance Group/ARD, a financial research and advisory firm located in Arlington, Virginia.

At GFG, Petersen advised on approximately $3.5 billion in domestic municipal bond issues.  Transactions involved general purpose, water and sewer, stadia and convention centers, parking facilities, land-based infrastructure projects, and education facilities. Under Petersen’s direction, the firm performed research and consulting work involving several aspects of government finance, including fiscal impact, revenue projections, debt policy, and cash and investment management. 

Petersen is also active in the international sphere, where he does research and advisory work in Eastern Europe and East and South Asia. Clients included USAID, the World Bank, and the Asian Development Bank.

Dr. Petersen served from 1977 to 1991 as Senior Director of the Government Finance Research Center, a division of the Government Finance Officers Association. His activities included contract research, project consulting and financial advisory work.  He oversaw research for public and private clients and between 1983 and 1991 served as financial advisor on municipal bond issues amounting to over $2 billion.  He was especially instrumental in establishing many of the issuance and disclosure procedures used in the municipal bond market.

Earlier in his career, Dr. Petersen served as Director, Center for Policy Research & Analysis, National Governors Association; Director of Public Finance, Securities Industry Association, and Economist, Capital Markets Division, Board of Governors, Federal Reserve Board in Washington DC.

He is a member of the Society of Municipal Analysts (Past President); and has been Senior Fellow, Urban Land Institute; Faculty Associate, Lincoln Institute of Land Policy and Adjunct Professor, Georgetown University.  He served on the Commission on State and Local Government Tax Structure of the Commonwealth of Virginia and is a member of the CFO Advisory Group to the District of Columbia.  He is a former City Council member (Fairfax City, Va.) and serves on that City’s Economic Development Authority.

Dr. Petersen writes the "Finance" column for Governing magazine and is on the editorial boards of Public Budgeting and Finance, Municipal Finance Journal, Public Works Management and Policy, and MuniNet.
