Tuition costs depend on whether you have established residency in Virginia or if you’re a resident of another state. As an out-of-state resident, however, you may be eligible for in-state tuition rates if your state is a member of the Academic Common Market (ACM).
What is the Academic Common Market?
The Academic Common Market is an interstate agreement among southern states for sharing academic programs. Participating states enable their residents who qualify for admission to enroll in specific graduate programs in other states without having to pay out-of-state tuition.
What programs at SPP are part of the ACM?
The School of Public Policy has four programs which are part of the Academic Common Market: Master of Public Policy, International Commerce and Policy, Organization Development and Knowledge Management, and Peace Operations.

How do I qualify for the ACM?
To qualify a student must:
- Be a resident of one of the consortium states
- Apply/be admitted/enroll in a program that is approved by the ACM for his/her home state
- Be admitted unconditionally into that degree program and be a full time (9 credit per semester) student.
- Meet the domicile guidelines of his/her home state
